CANBERRA, Aug 11 AAP - The RSPCA has denounced as baseless a Liberal senator's claim
that Indonesian abattoir workers were paid to abuse cattle for television cameras.
Footage of the abuse, aired on the ABC's Four Corners program in June, led to a temporary
ban on live cattle exports for a month while the government attempted to clean up Indonesia's
slaughter practices.
A Senate committee, investigating animal welfare practices in Australia's live export
markets, heard from the RSPCA and Animals Australia on Wednesday.
But representatives were subject to interrogation by coalition senators who questioned
the veracity of the abuse claims.
Liberal senator Chris Back said a taxi driver used by Animals Australia made payments
to meat workers to abuse cattle.
The animal welfare organisation has denied any knowledge of the payments.
RSCPA Australia boss Heather Neil said she was bitterly disappointed with the inquiry hearing.
"This was a forum to talk about the endemic cruelty in the live export industry," she
said on Thursday.
"Very few questions related to the terms of reference of the inquiry."
Senator Back's line of questioning was not only baseless but "deeply offensive" for
anyone working to protect animals from cruelty.
The RSPCA conducted a thorough scientific analysis of the hours and hours of raw footage
from Indonesia, Ms Neil said.
"There is absolutely no doubt that cruelty is routine and widespread."
The first load of live cattle since the ban was lifted left Darwin on Wednesday.

The federal government will create a national scheme for organ and tissue donation
.. in which hospital staff will encourage more people to donate.
The scheme .. based on a successful US model .. will seek to recruit hospital staff
to participate in workshops that develop the most successful approach to organ donations.
The project is aimed at lifting the conversion rate of potential donors into actual donors.
Health Minister TONY ABBOTT says he's hoping to sign up 20 major hospitals under the scheme.

A Labor MP who was suspended for supporting porn sellers says she has serious concerns
about the legality of the inquiry into the state power sale.
Upper House President AMANDA FAZIO has the power to withdraw the resources of parliament
from the committee and yesterday voiced her concerns about the inquiry into the assets
sell-off.
Ms FAZIO .. who was suspended from the Labor Party in October after she crossed the
floor on a bill dealing with the sale of pornography .. says her suspension will have
no impact.
She's told The Daily Telegraph she has serious concerns about legal and constitutional
issues concerning the inquiry .. and she'll seek advice from the Crown Solicitor and the
Clerk of the Parliament when parliament resumes.

NSW: Police quiet on Sydney Airport operation
EDS: reissuing to correct day references in second and third pars.
SYDNEY, Aug 27 AAP - NSW Police are being tightlipped about an operation at one of
Sydney Airport's terminals that is connected to an ongoing investigation.
A police spokesman says officers have occupied one of the terminals during airport
closing hours - late Wednesday and early Thursday.
Normal flight operations resume around 6am (AEST) on Thursday.
But the spokesman would not reveal anything other than the operation relates to "an
ongoing investigation".
Sydney Airport made national and international news in March when a brawl broke out
between rival bikie gangs in the domestic terminal.
Anthony Zervas, 29, was bludgeoned and stabbed during the incident and later died from
his injuries.
His brother Peter Zervas is a senior Hells Angels member and 11 members of the rival
Comanchero bikie club have been charged with his murder.

Fed: Recent Afghan asylum seekers began journey under Howard
The leader of the 68 Afghan migrants allegedly planning to sail to Australia says many
of the group began their journey from Afghanistan to Australia while JOHN HOWARD was in
power.
The revelation comes amid claims the latest arrivals have been encouraged by the Rudd
government's policy changes.
Spokesman NUR ABDUL HASSAN HUSSAINI has told the ABC's Lateline program the asylum
seekers say they love Australia and want to come here.
He says all of them are refugees from Afghanistan .. and have travelled from different
countries by boat and car for a chance to enter Australia.
The group is asking to be transferred from the care of Indonesian immigration authorities
into the care of the International Organisation for Migration.

SYDNEY, Dec 12 AAP - A Sydney man who thought he was suffering from "devilism" when
he fatally stabbed a baby girl in the throat has been found mentally unfit to stand trial.
Jayant Kumar Singh, 55, was released from a mental health facility in Rozelle three
days before he stabbed the nine-month-old girl in front of her two young siblings.
She was already dead when ambulance officers arrived at the Campsie house, in Sydney's
south-west, about 10.30am (AEDT) on December 22, 2006.
NSW Supreme Court Acting Justice Jane Mathews said on Friday the "particularly senseless
and brutal killing" was committed in front of the baby's siblings, aged two and four.
She said there had been no apparent animosity between Singh, who was not related to
the girl, and her family.
Psychiatrists concluded he had a severe mental illness at the time of the attack.
Justice Mathews said that while there was no doubt Singh killed the baby, there was
some doubt as to whether he was guilty or not guilty due to mental health reasons.
Singh had originally wanted to plead guilty to murder because he believed he was suffering
from "devilism", she said.
"(He said) black magic spells were placed upon him in his native Fiji," the judge said.
"He insisted he didn't suffer from mental illness but devilism."
Psychiatrist Stephen Allnutt told the court Singh's delusions were part of a degenerative
brain disease which needed treatment before he would be able to stand trial.
He would be unable to enter a rational plea or properly instruct his lawyers in his
current state, he said.
"He continued to express ongoing delusional beliefs ... involving mountain men, ASIO
and other people," Dr Allnutt told the court.
"While I thought he had a schizoid personality disorder, the most dominant problem
I thought he had at the time was a probable neurological degenerative condition which
is a brain disease causing psychosis and thinking difficulties.
"It puts both him and counsel in a difficult position (when they) need to be sure about
the ultimate decision made.
"I'm not confident that he would be able to follow the proceedings adequately."
In light of Dr Allnutt's evidence, Justice Mathews said she found Singh unfit to stand trial.
"It's clear that Mr Singh understands the nature of the charge against him, however,
his ability to plead rationally to that charge and to instruct counsel is, on the basis
of the psychiatric material before me, significantly impaired," she said.
"This being the case, and it being unlikely that there will be any improvement within
the short future, I consider it appropriate to find that he is unfit to be tried."
Singh has been referred to the mental health tribunal, which will review his case over
the next 12 months to establish whether he becomes fit enough to face trial.

SYDNEY, Aug 8 AAP - The collapse of the Doha trade talks is "a major blow" and casts
doubt over global efforts to tackle major issues, OECD secretary-general Angel Gurria
says.
Mr Gurria says the trade talks' failure last week calls into question how the world
will deal with more complex issues such as climate change, global poverty and the food
crisis.
Speaking at a globalisation conference in Sydney today, he urged better coordination
between governments, a strong sense of political will and a clear accountability to deal
with future challenges.
"The collapse of the Doha round for the liberalisation of trade in favour of development
is a major blow to the possibility of a more inclusive world," the Paris-based Organisation
for Economic Cooperation and Development chief said.
The summit to salvage a global trade pact collapsed after the United States, China
and India failed to compromise on the point at which poor countries could raise import
tariffs on farm products.
"If we cannot achieve Doha, which is literally the low-hanging fruit, how are we going
to solve climate change, infinitely more complex?" asked Mr Gurria.
"How are we going to handle migration or the challenge of extreme poverty affecting
hundreds of millions, maybe billions, on the planet?"
Mr Gurria said many global promises had already been broken, such as the G8 commitment
to increase development aid to Africa by 50 per cent by 2010.
"We're not gonna make it," he said.
"It's not going to be possible ... people are feeling a little tight, budgets are under
pressure, and now some politicians are saying that all charity starts at home."
He said no country would fulfil all its millennium development goals, targets set out
by the 30-member OECD to provide a framework for the international development community.
But he said the targets set out in the OECD Environmental Outlook to 2030 were "achievable,
available and affordable".
Mr Gurria said the main message from Doha was that international institutions had to
work more closely together than ever before.
"If we are able to send joint messages on relevant policy issues ... it will be very
difficult for the leaders to ignore us. They shall do so at their peril."
Mr Gurria said the Melbourne APEC meeting at the beginning of August, chaired by Treasurer
Wayne Swan, was successful in looking at ways countries could better cooperate.
"We found very important areas of cooperation, going on the rich experience that both
the OECD and Australia have had over the years," he said.

Fed: Animal shows on the rise

SYDNEY, Feb 15 AAP - Television networks are scrambling to produce programs about animals,
with the format proving an almost certain ratings success.
Seven's hit show The Zoo, which debuted on February 3, is the latest popular animal
program to hit our screens.
The show, which is hosted by Melissa Doyle and gives viewers an inside look at some
of Australia's most popular zoos, was an instant ratings winner, picking up 1.386 million
viewers.
Its second episode last Sunday picked up 1.32 million viewers and was the fifth most
watched show in the country.
It joins other animal shows already on the commercial networks including Seven's RSPCA
Animal Rescue, which returned for another series last night, and Nine's Talk to the Animals,
which is hosted by Nicky Buckley.
And there'll be more to come this year.
Seven will screen Outback Wildlife Rescue, while Nine is pinning its ratings hopes
on Animal Emergency, which gives viewers a look inside Melbourne's Lort Smith Animal Hospital
- one of the largest animal hospitals in the world.
Later in the year Network Ten will air Bondi Vet, which started production this week.
The show features Sydney veterinarian Dr Chris Brown, who lives and works in Bondi,
and aims to give viewers a behind-the-scenes look into his work.
Last year Ten aired a five-part series Celebrity Dog School, which was not the ratings
winner the network had hoped.
But Ten believes Bondi Vet will be different story, with a Ten spokeswoman describing
it as a cross between successful shows Bondi Rescue and RPA.
According to senior media analyst and buyer Harold Mitchell, the trend is not likely
to go away any time soon.
"Programming often goes in cycles," Mr Mitchell said.
"One initial success is followed by others that copy. This is currently happening with
animal shows.
"And we'll see more."
Mr Mitchell said the fact that The Zoo was doing so well would only add to the growing
number of programs.
"The Zoo is doing quite well, so this is the beginning of a cycle of shows that are
successful," he said.
Mr Mitchell said the networks' affinity for animal shows had little to do with the
fact that they were relatively cheap to make.
He added viewers should also expect to see an increasing number of crime shows on television
soon following the successful premiere of the Nine Network's controversial drama Underbelly.
"Next will be violence," Mr Mitchell said.
The premiere of the dramatisation of Melbourne's gangland wars was watched by more
than 1.3 million Australians despite it being banned from viewing in Victoria because
of a court order.

Authorities in NSW say they've foiled a plot to bomb ATMs across Sydney.
Five men were arrested when four homes were raided across the city's south western
suburbs early today.
The men .. who are due to face court later today .. will be charged with conspiring
to possess an explosive device within intent to damage property.
Detective Chief Superintendent PETER DEIN says the investigation was launched earlier this month.
This was after a tip-off from authorities in the Northern Territory over the purchase
of chemicals capable of being manufactured into explosive nitro-glycerine.
DCS DEIN says the arrests show the state's counter-terrorism efforts are working ..
but he says the men's plan was not related to terrorism or the imminent APEC summit.
This morning police arrested a 20-year-old Yagoona man .. two men aged 20 and 26 from
Lakemba .. a 20-year-old Greenacre man .. and a 24-year-old man from Kingsgrove.
The men are expected to appear in the Central Local Court later today.

A national curriculum has been agreed upon at a meeting of education ministers in Darwin.
Federal education minister JULIE BISHOP has supported the proposal .. presented by
the states and territories.
Victoria's acting Education Minister JACINTA ALLAN says she's very pleased with the
move .. but says the proposal to pay teachers based on their performance has been rejected.
The plan would have seen teachers' pay based on assessments of their work .. student
exam results .. and parents' feedback .. not the length of their experience.

ACT: Extra protection for unborn babies in Canberra
CANBERRA, Dec 12 AAP - The unborn babies of drug addicts will have extra protection
under new legislation presented to the ACT Legislative Assembly.
Children and Youth Minister Katy Gallagher today introduced the Children and Young
People Amendment Bill 2006 (No.2) to bring in pre-natal reporting to the Territory.
The move comes after a scathing report from a government-commissioned study, prompted
by the deaths of three children within six months this year.
The ACT government released more than 50 recommendations in September from the Murray-Mackie
study and this bill addresses one of the key findings.
If the legislation is passed, it will allow voluntary child protection reports on unborn
children.
"This legislative amendment will enable, if required, pregnant women and other family
members to receive help and support, thereby reducing the likelihood that the unborn child
will need statutory care and protection intervention after birth," Ms Gallagher said in
a statement today.

A 63-year-old woman missing from an aged care facility in Brisbane since last night
has been found.
ROBYN JILL BENNY .. who has Alzheimer's Disease and is an insulin dependent diabetic
.. went missing from Carindale in Brisbane's east at about eight o'clock last night.
Police says she's been found safe and well in a backyard in Carindale.
The search involved staff .. police .. 43 SES volunteers and an Emergency Management
Queensland helicopter.
The police say she's been taken to the Princess Alexandra Hospital for a medical check.

Fed: Beazley refuses to criticise AFP over Bali Nine
CANBERRA, Feb 15 AAP - Opposition Leader Kim Beazley is refusing to criticise federal
police for handing information to Indonesia which led to the arrest of two Australians
subsequently sentenced to death.
Bali Nine ringleaders Andrew Chan and Myuran Sukumaran were sentenced to death by firing
squad yesterday for their role in the plot to carry heroin from Indonesia to Australia.
Four of the drug mules have been sentenced to life imprisonment and another three will
learn their fate today.
The Australian Federal Police (AFP) have been criticised for allowing the nine Australians
to be arrested in Indonesia.
The family of one of the Bali Nine, Scott Rush, tipped off the AFP in the hope police
would stop their son from going overseas.
Instead, the AFP worked with Indonesian police to arrest the drug ring members.
Mr Beazley today said the police were just doing their job.
"All Australians have got to understand ... our security now is very heavily bound
up in the relationships that the federal police have established with police forces around
the region," he said.
"The only way they can effectively conduct themselves is on the basis of trust in the
region, and one of the consequences of building that trust is that they will pass information
on crimes that are about to be committed.
"So these circumstances will arise.
"The best antidote to this is not to do the crime."
Labor will make its own representations to Indonesia asking for Chan and Sukumaran's
lives to be spared.
The opposition leader also issued his own appeal to young Australians not to get into
trouble with drugs overseas.
"When you go overseas (you have to) understand that you are ambassadors for your country
and in those circumstances you do not flout the laws of the countries in which you arrive,"
Mr Beazley said.
"You should know by now that the laws relating to drug usage in the countries around
us are very severe indeed and you pay a penalty as well as disgracing your country."

Qld: Court dismisses armed robber's 'corruption' claim

BRISBANE, Dec 1 AAP - An armed robber's appeal against his conviction on the grounds
that the entire legal system is corrupt, has been unanimously dismissed.
Brisbane man Wayne John Morrell, 44, representing himself, told the Queensland Court
of Appeal today that justice was reserved for paedophiles and politicians.
He said men like him were not given a chance.
In March this year, Morrell was convicted by a Queensland District Court jury of the
1995 armed robbery at the Salisbury Hotel, South Brisbane, in which $19,315 was taken.
The police were unable to bring Morrell to trial until DNA evidence testing in 2003
linked a balaclava from the robbery with Morrell's DNA.
He was sentenced to four and a half years in prison.
Morrell appealed the conviction.
But in repeated court appearances, the self-represented armed robber has been unable
to formulate the basis of his appeal.
Today, the Court of Appeal refused to grant him another adjournment, insisting he tell
them his basis for appeal.
To which Morrell offered: "There's no justice; if this was a politician or a paedophile
then they would get off.
"This whole system is a farce, it's a mockery and corrupt."
Mr Morrell also argued that the judge did not give proper directions to the jury and
he cast doubts over the police DNA evidence.
"At first they couldn't find any DNA evidence and now all of a sudden there is DNA
there," he said.
When the court suggested DNA testing has become more sophisticated in recent times,
Morrell argued: "well the DNA is either on it or it isn't."
The Court of Appeal unanimously dismissed the appeal, claiming a vague allegation of
corruption is not sufficient grounds for quashing a conviction.
They also found no fault with the trial judge's directions to the jury.

Fed: Ghost of Vietnam hangs over Iraq as veterans remember

SYDNEY, April 28 AAP - Iraq is the new Vietnam in the eyes of many veterans who this
week are commemorating the deeply divisive and notoriously unwinnable war in Indo-China.
Parallels with Vietnam have proved inescapable to veterans observing two key dates
- the 40th anniversary of Prime Minister Sir Robert Menzies' 1965 decision to commit Australian
troops (Eds: on Friday April 29) and the 30th anniversary of the fall of Saigon (Saturday
April 30) in 1975, when North Vietnamese tanks ended the futility by crashing through
the gates of the south's presidential palace.
"Vietnam exposed the limits of American power and revealed that military solutions
can't always solve what are fundamentally political problems," said Dr Chris Dixon of
Newcastle University, organiser of a recent conference on the Vietnam legacy.
"So many comparisons are being made with the current war in Iraq.
"People are asking about Iraqi resistance to the US. How will the US find an exit strategy?
Will the American public continue to support the war? What if the US can't 'impose' a
solution on Iraq? And why is Australia involved again?"
Australian troops in Iraq, fortunately, have not suffered battle casualties like they
did in Vietnam, where 520 died and almost 2,400 were wounded among a total of 50,000 who
went, or were sent, "all the way with LBJ".
But the ghost of Vietnam still hangs over the political scene, especially in Australia's
Iraq coalition big brother, the United States, where it was a key factor in last November's
presidential election.
"Senator John Kerry, the decorated veteran who experienced the Vietnam War first hand,
had his war record slandered and was castigated as unpatriotic and self-serving because
of his involvement with Vietnam Veterans Against The War," said American Professor James
Westheider, a keynote speaker at the Newcastle University conference.
"President George Bush, who never got any closer to Vietnam than a fraternity house
at Yale University, and apparently learned little from the war, was cast as the patriot,
the darling of the Pentagon, the warrior - all summed up in the image of Bush landing
on an aircraft carrier to announce 'mission accomplished' in Iraq."
That mission still has not been accomplished, and many more Americans have died since
Bush's dramatic pronouncement than before it.
Professor Westheider, from Cincinnati University, said the presidential election was
decided by many factors, especially moral issues like gay marriage and abortion.
The vote, however, highlighted the continuing influence of Vietnam on US politics and
was an "indirect referendum" on Iraq, he said.
Men and women who have served in Iraq return today to heartfelt welcomes and parades,
and are treated like heroes.
But their Vietnam era counterparts were shunned - an experience all too familiar to
vets such as West Australian federal Labor MP Graham Edwards, who lost both legs as a
20-year-old in Vietnam when he stood on a landmine.
"What we have learnt is that regardless of whether or not there is total political
support for a particular conflict, that it's imperative that total support be given to
the troops involved," said Mr Edwards.
"But have we learnt? I am not sure that we have.
"As a member of parliament and a Vietnam vet, I couldn't help but hear echoes of Vietnam
in the Iraq conflict."
Another who vividly remembers the treatment handed out to Australian soldiers returning
from the highly unpopular war is Sydney woman Therase Huong-Dai Tran, daughter of Charles
Tran Van Lam, South Vietnam's last foreign minister and the country's first Ambassador
to Australia.
Ms Tran, who moved from the US to Canberra in 1973 and now lives in Sydney with her
Australian husband and two children, said: "You move into a new culture and you have to
bury (the past) as new migrants."
But images of Australian troops being spat on still disgust her.
"I just thought my God, what a lack of understanding," she said.
"These poor people went in just obeying orders."
Similarly, Professor Westheider said Hawks in the US had attempted to make questioning
the war in Iraq "tantamount to letting the troops down".
"But many of us did not want to send them into harm's way based on non-existent evidence
in the first place," he said.
"It is also a false analogy. As many of the Vietnam veterans I have interviewed and
become friends with have told me, you can hate the war but love the warrior."
Ms Tran's story is the subject of an upcoming ABC documentary, whose producer Judy
Rymer said the project made her realise her ignorance about the conflict.
"What we actually did is we went in uninvited and retreated very disgustingly and left
South Vietnam in a vulnerable position," said Ms Rymer, who took part in street protests
during the war.
"We are utterly responsible for the failure of South Vietnam."
Supporters of Australia's participation in George Bush's coalition in Iraq may be dismayed
by another echo of Vietnam pointed out by Professor Westheider.
President Richard Nixon, writing in 1985 in No More Vietnams, said the US had fought
in Vietnam for important strategic reasons as well as for the sake of the South Vietnamese
people.
"If not for the United States," Nixon asked, "what nation would have helped defend
South Vietnam?"
Professor Westheider has a question of his own: "Forgetting, perhaps, Australia?"

Family history is just one piece of the pie.(Features)

WHEN Beverley Pemberton isn't rushing around trying to hold down two jobs, and looking after her dad and family, she enjoys nothing better than researching her family tree.
And there's nowhere Beverley would rather be than the beautiful kitchen diner in her semi-detached home in Dinas Powys.
Beverley's great-great grandfather set up Clark's Pies more than 100 years ago and she helps run the Cardiff-based business with her dad Dennis Dutch, and sister Amanda Rosoman.
She's also an educational welfare officer for the Vale of Glamorgan and she would be the first to admit she has a very busy life.
But with a huge interest in history, Beverley loves to spend time at the dining room table in her kitchen, ploughing through paperwork as she researches the family tree.
Beverley, 51, says: "I come from a very big family and I've managed to search back to 1762. I've always had an interest in history. I studied it at university and then a few years ago I decided to go to some history classes because I decided to I wanted to trace back the family, and also find out more about the history of Clark's Pies.
"It was set up by my great-great-grandfather and has been passed through four different generations so there's plenty to research. The kitchen is a lovely place to just sit at the table and plough through everything.
"Since buying the house years ago, we've extended it from three to four bedrooms and more recently extended the kitchen, knocking down a wall to make it bigger.
"The kitchen itself is white with plank effect doors and the worktops are a mottled grey colour, with tiny flecks of orange and brown, which pick up the colour of the pine dresser. I designed the dresser myself and it provides great storage for all my bits and bobs.
"We've also had Karndean floor tiles put throughout and I just really like the feel of it. It has patio doors opening into the south-facing garden, which has a real Mediterranean feel to it, with pots and a pergola.
"I've got everything to hand, and wireless internet so it's just a lovely place to sit and sift through the family research. It's taken me to places all over Britain, from Chesterfield, to Swindon and whenever I visit old record offices I always try to make a little trip out of it, booking a country pub to stay in with my partner Andrew Morgan."
Beverley, who has two sons, Christopher, 28, and Steven, 24, says the rest of the house blends in beautifully with her kitchen, with lots of pine furniture.
She says: "Extending the kitchen was the best thing I ever did. From an entertaining point of view, it's a lovely layout because you don't feel excluded when you are cooking in the kitchen as there is plenty of space around the table. We had lots here from Christmas and it's just a really nice room to be in."
Beverley, who has researched eight generations of her family, has had her recent history of Clark's Pies included in the new Cardiff Story, which was officially opened by the Duchess of Cornwall last week.
She adds: "It's something that has always interested me and it's lovely to be involved in the history of Cardiff."

Recurrently, some information professionals find themselves responsible for monitoring government procurement opportunities. The federal government is the world's largest consumer of goods and services and buys more than $2Q0 billion annually. The CBD contains information on all proposed procurements of $25,000 or more by civil and military agencies, including potential research interests. It also includes announcements for all contract awards of $25,000 or more and non-U.S. government contracts. The section of contract awards benefits subcontractors who want to identify primary contractors. Although some of the subcontracting may already have been decided, the announcements can serve as sources for information to open future avenues for doing business.
The print version of the CBD is offered as an annual subscription for $325/year (first class) or $275/year (second class), mailed daily. The mailing process delays getting information to the potential bidder in a timely way. Since the government requires proposal submission within short time lines, it's important for companies to get a head start wherever possible. In his article "Doing Business with Uncle Sam: Internet Access to Commerce Business Daily" (The Internet Connection: Your Guide to Internet Resources, April 1995), Rod Bustos points out:
"Accessing the Commerce Business Daily via the Internet offers a number of important advantages over using the traditional print medium. Perhaps most importantly, the online formats generally give one a head start over those who depend on the print. Since many of the announcements require application within a few days or a week, it is clear that any lead-time is beneficial to the applicant."
Electronic versions of the CBD are available one day before print mailing. The sidebar describes several of these versions.
Traditional Online Services
Although the CBD has been online via traditional online services for many years, using it requires the usual establishment of a search service account, associated start-up fees, and learning how to use a whole system when some customers only want the CBD database. Major vendors like KRI/Dialog, DataTimes, Dow Jones, NewsNet, and Lexis-Nexis continue to offer both comprehensive archival files and the current daily CBD online, some with no time lag at all. They maintain power searching features that come in very handy for tailored research questions.
Some information professionals continue to use the traditional services. Dialog ALERTS, for example, and similar electronic clipping services from other vendors make it possible to automate retrieval on a daily or weekly basis to get at the required information as quickly as possible. For some information professionals with low usage, cost-effectiveness considerations may lead searchers to choose the traditional online services, especially if they already know how to search the system. However, paying even what may seem like low-cost ALERT fees (daily ALERTS are $2.00 each and weekly, $6.00) could really add up to costly annual totals if ALERTS is needed for many users.
Some smaller companies are intimidated by both costs and procedures for searching traditional online services and won't set up accounts and go through the required learning curve. At one time, they may have instead opted for the difficult-to-use printed version of the CBD. One librarian who recently established a library at a relatively small environmental engineering firm with about 60 employees told me that their firm is so highly specialized that many of the sources required by its engineering and management professionals come from either very narrow industry-specific newsletters or local governmental sources, and, most are not available online. This firm does not maintain any accounts with traditional online vendors at this time. Yet, the company does a large percentage of business with the government and must have a way to monitor the CBD.
Enter the Internet
Of course the Internet has changed everything. During the past two years, several electronic monitoring companies have emerged on the Net that specialize in offering the CBD for flat annual subscription fees specific to usage levels. Fees range from $195 to up to $1,500. Several types of services have appeared and two key types are those with keyword profiles and daily e-mail delivery based on an interest profile, and those with flexible searching and Boolean operators for searchers who want to do their own searches.
One such company, Loren Data, which works under agreement with the U.S. Department of Commerce, provides the CBD over Internet e-mail delivery. Loren Data suggests that "by subscribing to [their] service you can proactively receive these announcements in your e-mail every morning....we do all the searching for you. Once in your mail box, you can quickly screen and distribute these to your users and at far less time to you."
The librarian at the environmental engineering company found it not only desirable but also necessary to save her time for other activities and use some kind of low-cost electronic CBD service. When she began exploring services, she tried an Internet-based service that offered keyword searching for a flat fee annually, but found she still spent too much time searching. Therefore, she decided to use Loren Data, one of the Internet-based e-mail delivery services that delivers just what matches your keywords.
Each day she gets her CBD e-mail, scans it, and eliminates items she thinks don't meet her company's criteria. After this first cut, she passes the information along to the right staff person, either an experienced engineer in the field or the vice president of marketing responsible for new business. She has found it much more economical to outsource this research activity to an automated search service rather than spend her time searching.
Gradually, more of such Net-based services are evolving. Some offer a host of either valuable related services or hyperlinks important to a small company's needs. Loren Data, for example, hyperlinks to the California State Contractor's Register, useful for learning about state contracts. Another company, Counterpoint, also offers the Daily Federal Register, the Code of Federal Regulations, and the Commerce Business Daily. Upon request, Counterpoint also offers data from the U.S. Department of Energy and the Nuclear Regulatory Commission. Future plans include what they claim to be the nation's only Internet version of state environmental regulations.
Decision Support Products: Indiana Infonet
Outsourcing CBD monitoring frees up time for developing important decision support products. An example of one organization with such a product is Indiana InfoNet. They are part of the Industry Research Liaison Program at Indiana University, one of many similar, federally-funded programs.
Indiana InfoNet provides business information to researchers, economic developers, and small businesses. Charlie Eads, Indiana InfoNet's Information Center Manager, explains that most of their clients are small businesses or persons starting businesses, inventors or people working to get government research grants. Indiana InfoNet assists them by providing all kinds of information from many sources, one of which is Commerce Business Daily. Eads explains that CBD's Research & Development section appears in their e-mail box each morning from Loren Data. The "R&D section is what our client base is most interested in," says Eads.
The Indiana InfoNet staff maintains a database of about 110 businesses who want notifications of any projects of interest announced in the CBD. One staff person, the "marketer," calls on each client, analyzes their capabilities and requirements, and then develops a keyword profile. Each day the CBD section received by e-mail is scanned by a software program and run against a data file which contains the keyword profiles of clients. Matches are immediately delivered to the client who can make a decision about submitting a proposal.
Staff at Indiana InfoNet consists of two librarians, a student part-time employee, a clerical staffer, and the marketer. The automation of CBD searching makes it possible for a small staff to serve more than 100 clients and still maintain numerous other responsibilities.
State and Local Contracts
In contrast with federal contracts, information about state and local contracts has been notoriously difficult to get or monitor. In the past, state publications such as the California State Contractors Register (CSCR) or other similar state "contract reporters" were available only as print subscriptions. Contractors used to complain that by the time they received print copies of the CSCR, a weekly publication, it was too late to bother to bid. This is changing. Now state-sponsored bulletin boards post information on the Net. Getting local procurement information typically required joining numerous mailing lists for receiving RFPs from agencies or departments. One giant centralized approach to local agency information is simply not there.
The need to track state and local bidding information has spawned both private companies and several types of government-funded organizations, some who specialize in state and local bid information only and some who provide bids at all levels -- federal, state, and local. These various companies and organizations offer an array of services to help small- and medium-sized companies compete in the federal government contract procurement arena, too.
A Premier Bid Service Company
BidNet, a 10-year-old company located in Albany, New York, gathers more than 20,000 bid requests each month from more than 3,000 state and local government agencies. Their collection includes bid requests from lesser known agencies most companies have never heard of. They encompass housing authorities, colleges, school districts, hospitals, and not-for-profit organizations. BidNet's research team also tracks some 50 to 100 bulletin boards and Web sites that carry contract announcements for state and local agencies. PeterAnsell, the company's executive vice president, explains that "providing information on federal bids is easy because it's centralized.... But, state and local information is decentralized and to get the information needed by contractors who work both locally or nationwide, takes much more effort." Ansell also asserts that those responsible for getting government business "just don't have time to search for bid opportunities."
One service offered by BidNet is the Bid Alert, which, to my mind, serves as contains only select, essential information taken from the description of government contracts. It identifies the quantity required, delivery point, specification, jurisdiction, agency, bid close date, delivery date, purchase type (such as contract), and a section for "special notice" information such as whether the contract is aimed at "MBE or WBE (minority or women based enterprises)." Bid Alerts are based on predetermined customer profiles.
BidNet does all the research for you and clients pay an annual fee ranging from $ 150 to $ 1,700, depending on geographic scope and needs. Although many large companies use this customized service, BidNet's low annual fees enable even small- and medium-sized companies to enter the competition for government contracts. Ansell says, "Internet did us a big favor because now so many agencies are making bids and notices available there."
He further claims that:
"Although the Net means more accessibility for more people, most of our clients are national companies who want opportunities from all over. Although the Internet offers one potentially good solution, it is often still difficult to use and requires going from one site to the next. With bulletin boards they are usually very easy and fast to use but do require direct dial to each one."
Ansell explains that the procedures involved in tracking these opportunities could equal a full-time job at $30,000 to $40,000 annual salary, or at least mean that someone probably already overworked would have to struggle with the leg work.
Currently BidNet offers clients an 800 number for obtaining the full text of the complete bid document, which they can provide within 24 hours. A BidNet Web site, projected for early 1997, will allow delivery of full contract proposals immediately without any waiting time.
Procurement Technical Assistance (PTACs)
The Procurement Technical Assistance Centers (PTACs) comprise another category of programs which identifies federal, state, and some local agency contracts. The Department of Defense (DoD) has funded PTACs in 48 states and Puerto Rico since 1986; at the close of 1995, there were 108 PTACs nationwide. The program is sponsored by the Defense Logistics Agency, Small and Disadvantaged Business Utilization. The contact person is Sim Mitchell.
PTACS offer several different services for helping businesses work with the government, including delivering potential contract information. Many companies are confused about the bidding process, the paperwork, or where to start. One PTAC located at the North Carolina Small Business & Technology Development Center (NCSBTDC) provides comprehensive assistance in selling goods and services to the federal government. Its services include help in finding out about contracting opportunities, preparing bid and proposal packages, interpreting regulations, and resolving contract administration problems.
The NCSBTDC also offers Procurement Bid Matching Service (PROBID), a computer-based bid matching service that scans sources of procurement opportunities and matches them against a unique keyword profile established for each subscriber. They include CBD, the Defense Logistics Agency Small Purchases, State of North Carolina Listings, Purchasing Directories from other states, and the DOD Blue Top Awards. Matches are sent to each subscriber. The cost for PROBID is $275.00 for 12 months or $175.00 for six months.
Another PTAC, the California Procurement Technical Assistance Network, CAPTAN, lists some 30 services, including automated bid notification for federal, state of California, and thousands of U.S. purchasers, bid review services, preparation of bidding documents, and much more. Their fees include an annual enrollment of $150 the first year and $95.00 in succeeding years and their "CBD Download Service" runs from $95 to $195, depending on search criteria.
Conclusion
Information professionals responsible for many activities now find it incumbent on them to use effective affordable electronic resources for identifying potential government contracts. Whether looking for federal, state, or local government business opportunities, several discussed here are affordable and easy and quick to use. This can free time for other more valuable activities including, perhaps, providing decision support tools or value-added service to users. As the technology grows and improves, these offerings should continue to help those who work in this arena.

Counterpoint offers the Commerce Business Daily, the Daily Federal Register, the Code of Federal Regulations, data from the U.S. Department of Energy, and the Nuclear Regulatory Commission upon request. They soon plan to offer the nation's only Internet version of state environmental regulations. Commerce Business Daily Tracker provides automatic e-mail delivery every day to your specifications by words, phrases, item codes, class codes, procurements, supplies, services, etc. They have a 45-day archive, searchable at any time.
Price: $199, annually, for profile delivered by e-mail address. $700, annually for the fully searchable CBD.
3. Community of Science
Commerce Business Daily is one service of many offered by the Community of Science (COS). The CBD is fully field-searchable and the WWW.ALERT service allows users to develop their own searches either using keyword, specific section, agency and specified time frames. Custom queries can be stored, with titles of all hits e-mailed each morning. Users can set up to ten queries and easily amend or revise them daily.
A BROWSE Capability allows users to scan the CBD according to category (Supplies, Equipment and Material, Procurement, Contract Awards, Surplus Property Sales, Foreign Government Standards, and Special Notices). The user may also browse all past issues (1995).
Price: $300 annual fee for individual/small company users; $1,000 annual fee for COS corporate members; $1,500 annual fee for large company/institution users.
Each subscription gives access to all members of your group on either a "domain enable" basis or by user name and password,

Offers a variety of different access options including CBD Action and CBDCheap. CBD Action, one of the more sophisticated options, includes the full CBD daily, an "electronic highlighter" pen feature, automatic daily or repetitive search profiles, and other features. CBD Cheap is marketed as the low-cost solution to Commerce Business Daily and offers an inexpensive solution for users who just need to see a couple sections of the publication. This service provides daily Internet e-mail delivery and makes CBD available by 3:00 PM Eastern Time the day before the paper edition. Call or e-mail for information about other levels of service.
CBD Action, $749/year and up; CBDCheap, $75/year per section up to 10 sections. The CBDCheap option requires a one time set-up fee of $50.

5. United States Information Corporation
USIC's CBD Internet Smart System allows the user to search either by keyword, category, set of categories, or subject profile. After the search is completed, one may select output for screen display, send it to an e-mail address, or transmit the file with FTP. Currently this service has approximately six months of back issues available for searching. The files update daily one day before the print edition is available.
$499/year (includes one main profile). Each additional profile costs $249. Free features: Offers a two-week free trial of the system.
6. ClariNet
A new edition of the CBD issues every business day. Each edition contains approximately 500 to 1,000 notices. Each notice appears in the CBD only once. ClariNet classifies the notices into appropriate CBD newsgroups according to their classification codes, to make it easy to find the types of contracts in which you are interested.
CBD newsgroups all have "clod" in their names.
7. Softshare Government Information Services
Softshare provides service in two basic ways: an interactive system, Softshare Online, and a full-service system named Alert. The Online system provides 24-hour access to CBD data, no monthly minimums, a low connect rate, and no additional print charges. Softshare Online allows full Boolean logic on a variety of keywords; however, this less expensive option does not allow profiles. The full service option, on the other hand, allows the user to consult with Softshare representatives to customize a user profile and take full advantage of the company's CBD expertise. Customized filtering of CBD notices based on profiles built by Softshare's experts who select keywords for their users. Delivery is by e-mail, modem-to-modem or fax. Softshare offers a wide range of government procurement services and resources.

Government Data Publications, Inc. offers a variety of services and publications related to government information. Its CBDDisk is software, mailed with the CBD, either e-mailed or by download online. CBDDisk is proprietary search software used for both the mailed and online versions.

11. Procurement Assistance Centers (PTACs)
PTACS offer various government procurements services including CBD via e-mail. There are 108 PTACs nationwide.
